Is it possible to enable/disable the assignment of conduct grade to students?

Yes certainly, just navigate to Configuration → Settings and expand the "Course-related settings" and subsequently access the "Assessments".
At this point you will just need to insert/remove the check "Enable conduct grade" and save by clicking the "Apply Changes".
